In strategic visit, Indian Navy chief Adm Krishna Swaminathan begins four-day trip to Mauritius

New Delhi: Admiral Krishna Swaminathan, the chief of the naval staff, arrived in Mauritius on Monday for a four-day official visit aimed at strengthening bilateral maritime cooperation between the two Indian Ocean partners. The visit, which runs until Thursday, is his first to the island nation since he took charge as the Indian Navy’s 27th chief on May 31, 2026.

During the visit, Adm Swaminathan is scheduled to meet senior members of the Mauritian government for discussions covering maritime security, defence cooperation, capacity building and military collaboration. Officials describe the engagement as an effort to strengthen operational-level linkages and consolidate what both sides call a robust strategic partnership.

India and Mauritius have built a close maritime partnership over several decades, underpinned by geography as much as by policy. Mauritius sits astride key shipping lanes in the western Indian Ocean, a fact that has made it a consistent focus of India’s outreach to smaller island states in the region.

The Indian Navy maintains regular contact with the Mauritius National Coast Guard through training exchanges, port visits, hydrographic surveys and joint surveillance of Mauritius’s exclusive economic zone. Mauritius has also been a frequent participant in Indian Navy-led platforms such as the Indian Ocean Naval Symposium, Milan, the International Fleet Review, the Goa Maritime Conclave, IOS Sagar and Exercise Aikeyme.

These engagements are framed by New Delhi under Mahasagar – Mutual and Holistic Advancement for Security and Growth Across Regions – the vision statement India has used since 2025 to describe its approach to maritime partnerships across the Indian Ocean region, building on the earlier Sagar doctrine articulated by the prime minister, Narendra Modi.

Adm Swaminathan brings nearly four decades of service to the role. Commissioned in July 1987 as a communication and electronic warfare specialist, he has commanded the missile vessels INS Vidyut and INS Vinash, the missile corvette INS Kulish, the destroyer INS Mysore and the aircraft carrier INS Vikramaditya. Before becoming Navy chief, he headed the Western Naval Command, which oversees India’s maritime approaches in the Arabian Sea – a command with a direct bearing on security cooperation with island states to India’s south and west.

His visit comes at a time when the Navy has been pushing indigenization and expanding its footprint across the Indian Ocean region, making partnerships with littoral and island states such as Mauritius a growing part of its strategic outreach.

Officials on both sides have described the trip as reflecting the priority India places on its ties with Mauritius, a relationship they say rests on mutual trust and a shared interest in regional stability. For Mauritius, a small island state with limited naval assets of its own, the partnership provides access to training, surveillance capacity and equipment support that would otherwise be difficult to secure independently.

The visit is expected to conclude with discussions on the next steps in bilateral defence cooperation, though no formal agreements have been announced so far.
